On February 22, 2023 Council ratified the results of the 2022 Citizen and Business Surveys.
The City of Vaughan’s Economic Development Department values the opinions of business owners, executives, and entrepreneurs, and the data contributes to understanding the perception and use of municipal business services and opportunities that will make Vaughan more competitive as a business investment location.

Q. What is the Business Survey?
The Business Survey is a tool used by the City of Vaughan’s Economic Development Department to gather insight into the private sector’s operating outlooks, industry needs, readiness for change and service requirements from the City.
The 2022 Business Survey will help Economic Development:
- gauge whether local businesses are growing, declining or stagnating.
- determine factors influencing business operations and growth.
- understand readiness for change.
- understand planned investments.
- understand the perception and use of municipal business services.
- understand perceived opportunities to make Vaughan more competitive as a business investment location.

Q. Why does the City conduct the survey?
Understanding the perception and use of municipal services for business contributes to attracting and retaining high-quality, well-paying jobs across a broad range of sectors. Important feedback from the business community ensures residents can work and thrive where they live, promoting economic resilience.
Q. How is the survey conducted?
Forum Research is administering the survey with approximately 300 telephone calls to business owners, taking place Monday to Friday from 10 a.m. and 5 p.m. Survey respondents are drawn from the York Region Employment Survey database from a variety of industries and sizes of businesses. Business owners, operators, executives or decision-makers and entrepreneurs can also participate in the online version of the survey at vaughanbusiness.ca/survey2022 if they don’t receive the call. The online survey will be open until Thursday, Dec. 15.
Q. I already completed the 2022 Business Survey online and then got a call from Forum Research to complete it. What should I do?
If you’ve participated in the online survey but received a call from a Forum Research representative, please inform the interviewer that you have already completed the survey online.
Q. How often is the survey conducted?
The Business Survey will be conducted every two years on a go-forward basis.
Previous surveys
In November 2018 the City conducted its inaugural Business Survey, the findings of which were used to shape programs and services to the business community, as well as provide key performance indicators in the City’s strategic plan.
